google chrome app - I want to create a native app that runs in all OS, and can run terminal commands -

can technology chrome app or google nacl provide me capabilities?

basically should able run terminal commands (even asking permission first).

and needs able edit client's filesystem.

i interested in chrome app or google nacl because both can run in operating system (that supports chrome).

according google, chrome supported on linux, mac os x , windows.

as need not strictly related chrome neither browser, suggest use (or @ least have at) java, supported on more environments can safely execute terminal commands. or without authorization.
